This is a card sent by Doke from the Netherlands. It's an illustration from the book Can't You Sleep, Little Bear? by Martin Waddell. It was first published in 1988 and the illustrator is Barabara Firth.
The Little Bear is afraid of the dark but Mama Bear can assure him that there's nothing to be afraid of so he can go to sleep.
